The Focus MK1 diesel doesn't have the inertia fuel cut off switch you refer to this is only fitted on petrol versions with an electric fuel pump. The diesel doesn't have an electric fuel pump. It may be that you didn't stall the car and a fault has prevented the car from running.

Karl, Ford installs inertia switches in most fuel-injected vehicles. In passenger cars, the switch is typically located in the trunk and is identifiable by the red button on its top. Switch could be behind a trim panel/ piece/door. Check the attached links,instruction and guides, Good luck.
If so, there would be a easy access to wiring a fuel shutoff for anti theft. I wired some Jaguars that I had using that access. I just pulled the spade connecter and plugged in the wires so that my switch (relay) was in series so that the crash box still functioned if needed. The relay was self actuating after triggered by a momentary switch.
Cut off does work that way. There's a couple of checks I would do before trying to get to pump and or wiring. Check for 12 v feed to the cut off switch. Feed should be the black/red wire. Check the inertia switch for continuity with ohm meter. But first I would check 12v the feed to the pump from the fusebox. So the large middle square connector .
